Performed liaison functions between MWRD Engineering personnel and the Law Department and direct analysis and input on lawsuits of all types concerning the District’s construction projects. Responsible for all prophylactic construction claim  actions. Handled $100 million dollars in construction claims on MWRD Capital Project contracts.
  • 1996 - 2004: CNA Surety - Chief Engineer and Surety Claims Counsel. Reviewed technical issues for 22 attorney staff, traveled with staff attorneys to inspect project sites. Participated in dispute resolution  meetings, advised on use and management of technical consultants. Responsible for completion of projects by management or recontracting.
  • 1990 - 1996: Harza Engineering Company - Senior Construction Engineer, Contracts Administrator, Project Controls Chief. Performed construction feasibility planning, constructability analysis, and  developed Engineer’s Schedules; Reviewed bid documents, and performed bid analysis; Performed constructability analysis, value engineering, alternative design and construction options and formulated Construction Management Plans.
  • 1989 - 1990: Meridian Consulting - Senior Project Manager. Provided support to bonding companies for evaluation of contractors and ongoing projects. Responsibilities included: corporate financial analysis, status of project administration and construction, and estimation of cost to complete.
  • 1987 - 1989: Aquatech - Construction Project Manger. Estimating and scheduling engineer for estimating commercial buildings, schools, hospitals, churches, and public works projects.
