His background is rooted in years of practical experience planning, controlling, and managing major design and construction projects as large as well over US$4 billion in value.

  • Panama Canal Expansion Program: Conducted a project and construction management prudency assessment for the $5.25 billion expansion.
  • Heathrow International Airport: Developed a risk management program for a $6 billion capital improvement initiative.
  • Washington State SR-520 Bridge Replacement Program: Served as Program Manager for a US$4.3 billion mega program and led risk management for a US$4 billion tunnel/freeway project.
  • Kuala Lumpur International Airport Projects: Managed 21 civil and process projects valued at over US$3.6 billion as Construction Manager and Project Controls Expert.

CLAIM AND DISPUTE RESULTION EXPERIENCE

Dr. Warhoe has extensive experience in claim and dispute resolution, including, but not limited to:

  • South American Oil Refinery Dispute: Served as a delay and schedule expert in ICC International Court of Arbitration.
  • Australian LNG Plant Dispute: Provided analyses and expert reports on claims and counterclaims.
  • U.S. Rail Transportation Company Dispute: Performed delay analysis for business interruption loss due to refinery shutdown.
  • Ohio River Valley Coal-fired Power Plants Dispute: Conducted expert cost and quantum analyses in U.S. Federal Court.
  • Numerous other projects involving schedule delay analyses, productivity analyses, cost analyses, and expert testimony.
